Filter blocks
Times are resolved to block numbers by binary search (~21 calls). Scans then walk backwards in
bounded batches of 2,000 blocks (about 100 minutes of chain at 3s/block), 8 requests at a time,
so the public RPC is never flooded. Use Scan older to continue further back.
